25 years ago, 1989: Sandusky's "cat problem" was not going away by itself said Erie County Humane Society Director Joan Amburn. She felt a long-range view of the problem was needed. She agreed that electrocuting cats did not seem a humane way to solve the problem and suggested a cat shelter instead.
