Callers alerted police to Kane Ortman, 21, who appeared disoriented walking down West Willard Avenue at about 5 p.m.

While police were on their way, another resident called 911 and told officers Ortman had passed out and was lying on the ground.

By the time officers arrived, Ortman regained consciousness and was walking down the street, carrying an aerosol can, the report said. Officers charged him with abusing harmful intoxicants, obstructing official business and resisting arrest.

Paramedics from North Central EMS took him to the hospital for treatment.
