Nancy Benevento-Brown, the shelter's founder and CEO, said the shelter took custody of 26 dogs on Dec. 15, including Shih Tzus, Pomeranians, Lhasa Apsos, Miniature Pinschers and others. The animals were delivered to the shelter from "puppy mills" through an intermediary, she said.
All of the dogs were in deplorable condition, covered with animal waste and lacking medical care, Benevento-Brown said.
