Like a strapped homeowner poring over bills at the kitchen table, Robert Bratton worries about making ends meet.

The cost of gas is through the roof. Toilet paper and soap are needed in ever-greater quantities.

The situation would be bad enough if Bratton were struggling to maintain a household.

But instead, the Ottawa County sheriff is trying to maintain law and order on an ever-tightening budget.
