Nearly three weeks after strong winds pushed several rail containers into Sandusky Bay, they remain in the frozen water.

The Environmental Protection Agency determined that nearly all of the containers are empty and there has been no evidence of any kind of release, EPA spokeswoman Darla Peelle said.

A plan is being formulated to fish them out.
