PORT CLINTON

A witness testified Tuesday that Scott Speer was reckless on the water the day his friend died.

Sam DeWalt, an area supervisor with the Ohio Department of Natural Resources Division of Watercraft, told a jury the 43-year-old Fairlawn man's 39 mph boat speed the morning of Aug. 6, 2002, was dangerous considering that day's 4-6 foot waves.
