James Blissit, 35, 1700 block Fourth St., was charged with failing to comply with police orders and obstruction, and he was cited for driving under suspension and no seat belt.
Officers spotted Blissit driving without a seat belt at Third and Ogontz streets at about 8 p.m. Knowing his license was suspended, they activated their lights to pull him over, according to a Sandusky police report.
Blissit allegedly ignored the lights and turned onto Ogontz Street, then pulled into an alley halfway between Fourth and Fifth streets, where he hopped out of the car and took off on foot, the report said.
He headed west down the alley, but when an officer caught up, Blissit gave up and got on the ground.
Officers issued Blissit his charges and released him on a recognizance bond.
