Sex predator didn’t register to live in Sandusky

Erie County deputies on Monday obtained a warrant for his arrest, after they were alerted by Shelby Street residents who learned of his charges in Huron County.
Endicott, 55, was charged last week with complicity to prostitution, while his wife — Xiaomin Feng-Endicott, 42, a Chinese national — was charged with prostitution.
For the past six months, Feng-Endicott was providing sexual services to customers at a massage parlor in Plymouth, where Endicott was running the operation, Huron County officials said.
Because of his past sex crimes, Endicott is required to register every 90 days as a sexual predator. He had last done so on Aug. 12 in Huron County, listing his address as 132 W. Broadway St., Huron County Chief Deputy Ted Patrick said.
Residents in the 600 block of Shelby St. in Sandusky, however, said Endicott and Feng-Endicott moved to Sandusky in July, and there was also a 16-year-old girl living with them. Huron County officials said last week a 16-year-old girl was living with the couple at the West Broadway Street home.
Vanessa Farris, a Sandusky resident and mother to six young girls, was outraged to learn her recent neighbors areallegedly involved in prostitution.
“I’m really upset about this,” she said. “I don’t think he is registered in Sandusky, and we want him off the street.”
Farris said she put two and two together when she saw social workers pick up the 16-year-old girl on Thursday at the neighboring home.
“How is he getting away with doing this? And now he’s here on this quiet little street in Sandusky,” she said.
The Erie County auditor’s records show the Shelby Street home was transferred to Feng-Endicott in July. Her husband, however, never registered the address with the Erie County Sheriff’s Office, Capt. Steve Westcott said Monday.
Deputies have since obtained a warrant to arrest Endicott on charges of failure to register a change of address, which is a felony, Westcott said. They were gearing up to serve the charge Monday evening.
Endicott was convicted in 2003 in South Carolina on charges of committing or attempting a lewd act upon a child under the age of 16, according to court records. He was sentenced to four years in prison and five years probation.
Huron County deputies said they didn’t learn the Endicotts were living in Sandusky until Thursday, when they went to Plymouth Schools to search for the 16-year-old girl. “It’s unknown how much time they spent at which house,” Patrick said.
Neighbors said they saw the Endicotts move massage tables into the Shelby Street home. Huron County deputies said they removed at least one such table as evidence when they searched the Plymouth home on Thursday.
Plymouth police first learned about the suspected sexual activity at the massage parlor after neighbors grew suspicious of the volume of traffic and the short visits from customers at all times of day and night.
