Police investigate Booze Cruise incident, officers' response

A fight broke out and chaos erupted as a boat full of passengers returning from Kelleys Island walked off the Goodtime Cruise early Saturday morning.
The Sandusky Police Department is now conducting an internal investigation into what happened after a formal complaint was lodged against the department by a 23-year-old woman claiming a police officer assaulted her.
Autumn L. Burdue, Berlin Heights, alleges in the complaint that as she got off the boat, she saw her friend being arrested by police. She wrote in her statement that she started walking over to find out what was going on when an officer ran up to her and hit her in the right cheek with his flashlight. She said that he then threw her against a police cruiser and started to handcuff her. The officer apparently changed his mind and shoved her, she said, while using profanity to tell her to leave the area. As she turned around, she alleges another officer used pepper spray on her.
Burdue said in a phone interview Monday that after police sprayed people with the chemical, “girls were throwing up and people were coughing.” She said nobody “was belligerently drunk.”
Det. Sgt. John Orzech said officers Bradley Wilson, Michael Schock, Eric Costante, John Powell, and Sgt. Tracey Susana found themselves dealing with a crowd that would not disperse, forcing them to shoot pepper spray directly at a couple of people and then into the air. Backup from Perkins police, Cedar Point police and Erie County Sheriff’s deputies all responded to help.
Acting chief Charlie Sams said police supervisors will review video and audio from cruisers at the scene.
“That is an independent source, we will find out what happened,” Sams said.
He redacted the names of the officer in the complaint and said the dashboard video wouldn’t be available until later today.
Another person on the boat was Charnelle Crayton, an 18-year-old teenager who said an argument broke out on the boat when her boyfriend, Tyler Wilkes, confronted a man she used to know who would not stop bothering her.
“Nothing physical happened on the boat,” said Crayton, who’s added that she’s four months pregnant and hadn’t a drop of alcohol that night.
Police reports indicate that as the boat docked, crew members signaled to officers they had a problem.
People continued to argue on the dock.
Crayton said she stood next to Burdue and witnessed an officer hit Burdue with the flashlight. Crayton said she saw Wilkes being arrested.
“I went up to try to grab him and ask why they were arresting him,” Crayton said. “I touched an officer.”
She found herself being shoved against a police car and handcuffed. A different officer used pepper spray against her. Crayton said she screamed she was pregnant the whole time because she feared the baby could be hurt.
Officers said they were unaware she was pregnant and called for a squad to take her to Firelands Regional Medical Center when made aware, Orzech said.
Crayton wonders how that can be when people on the pier and on the boat heard her.
An e-mail was sent out within hours by Lt. Robert VanScoy to police officials and Sandusky city commissioners explained the police department’s reaction.
In part, the e-mail said, “During one arrest, (two) officers were arresting a combative individual, the officers were grabbed by another individual, and a crowd began to close in and were failing to disperse as ordered. A burst of OC spray was delivered (toward) the crowd after they were warned to disperse and they continued inbound (toward) the officers. The OC spray hung in the air and several bystanders were affected. After the OC dispersal, the majority of the crowd left the area.”
Sams said the police department has been sending out notices of noteworthy events to commissioners for the past month or two at the commissioners’ request.
Police ended up arresting nine people: Tyanthony M. Johnson, 24, 1300 block Hayes Ave., for disorderly conduct and a bench warrant; Mallory Spaar, 24, 1400 Dixon Drive, for disorderly conduct; Tyree R. Lathan, 24, 500 block Cleveland Road, for failure to disperse; Phil S. Harris, 47, 2000 block Winkle Road, Milan, for disorderly conduct while intoxicated and resisting arrest; Michael Loyer, 57, 1900 block Tiger Road, Norwalk, for disorderly conduct; Brenton Thieson, 25, 100 block Catherine Road, Green Springs, for disorderly conduct; Tyler R. Wilkes, 21, 500 block E. Parish St., for disorderly conduct and resisting arrest; Katelin L. Moltz, 24, 100 block Carol Ave, Bellevue, for disorderly conduct. Police arrested Crayton for resisting arrest, resisting arrest of another and disorderly conduct.

I mean, if the Sandusky Police Department cannot even handle a piss poor situation such as this on their own, then we're just f_cked! A speeding ticket really its not comparable. I believe the police are there to serve and protect, but to many times have they taken advantage of that. I'm not talking just about the SPD, but let's face it. Police officers can break the law and their brotherhood will protect them. Just like the women police officer throw the OC and is being protected now. The SR just reports what they know so don't be angry if they chose to investigate in a situation the SPD don't like.

It's funny how some of you are so quick to believe the writings of the Sandusky Register and the words of the less-than-credible people, who file these complaints against the police, over the actual police reports. Most of you don't sit back and look at the big picture. Most of you forget that police officers go through extensive background checks, psychological evaluations, and polygraph examinations, after hundreds of other applicants are weeded out, because of minor traffic offenses and blemishes on their credit reports. I don't think it is the same, or even a similar hiring process, to work at the Sandusky Register. I'm not saying there aren't some bad apples out there, who slip through the cracks and become police officers. But the majority of police officers hold themselves to a higher standard and have stronger values, than that of the average citizen. But when a citizen becomes angry because he or she is held accountable for his or her actions and files a complaint, bending the truth to the fullest extent, simply to get back at the officer who held him or her accountable, most of you believe what is printed in the media? Like this newspaper, you already have a prejudgement of what happened whenever you learn of an incident, involving the police. How is it that you can be the obvious conspiracy theorist, but think that this newspaper is doing everything correctly, with good intentions? How is it that you immediately believe the word of someone involved in the complaint, over the man or woman handling that complaint, to restore order and protect you? Is it because you are angry that you got a speeding ticket once?

Thank you SPD for the thankless work you do every single day and night! Despite the negative comments by people who hate you till they need you, there are still many of us that realize the risks you take every day. Imagine there being trouble in a place where there are a bunch of loaded people getting off a booze cruise...what a shock!

Mz crayton says she was standing next to Mz burdue and witnessed her get struck with a flashlight....funny she said nothing , no protest, no reaction , no scream or yell when she was right on top of this "alleged" flashlight hit. Yet, when she saw Wilkes being arrested she took action and approached the Officer and tried to grab him to find out why Wilkes was being arrested.
Story sounds pretty shady to me....sure hope she doesn't end up with a falsification charge....hope she learned a lesson, never grab a policeman when he's doing his job...she should have been charged with assault and obstructing...

Let me see...Erie County/Sandusky has Visiting Judges, Special Prosecutors and Self Investigations for one purpose. Outcome Decisions. They get the outcome and Decision they want. I don't know what happened or who is wrong but the SPD should have an independant (non-government) investigations. We all know that won't happen!

I recall when a certain Sandusky School teacher helped a girl that was raped by a Sandusky cop was followed, they drove by his home at all hours of the night & caused other problems since this teacher helped bust their "brother". In these times, why does it seem as though no one can work, find a job, etc. but they don't seem to have a problem findng the cash to hire a lawyer to sue someone for no reason! I know that sounds like a generalization...but that's the way the big picture looks these days.
These police officers are being made out to be common criminals. They have a thankless job. I have no idea why anyone would even want to be a cop, teacher, etc. these days. People will rant and rave about some drunks getting pepper-sprayed and make the cops out to be criminals...YET we have no problem with electing the REAL CRIMINALS to the highest offices in the LAND!!!!!

So now the Police Dept has to waste their time keeping City Commissioners up to date before they hear things - why do you need a City Manager, Acting, Interim or otherwise? Instead , someone who is paid $5,200 a year (commissioner's salary) is going to deal directly with Sams.The city staff, especially Iccman, should do the job they are getting paid to do. With fewer, cops something needs to be streamlined. Keep them on the street not behind a computer sending emails to the elected and or appointed commissioners .I think some of those ongoing investigations are confidential - even to the chosen few. I am not comfortable with a bus driver and janitor telling police officers how to do their job.

I'm a regular on the Friday 7 p.m. cruise, most of us select that early boat to avoid the problems often seen on the later boat with those that may have started drinking hours earlier. I saw the brief scuffle break out on the boat prior to docking. The SPD was on hand at the dock as usual when we arrived. Boat security knew who the troublemakers were before they disembarked. Several points I would like to make, one if they were communicating through signals to the police on the dock, why didn't the cops board the vessel and detain the identified individuals before allowing the rest of the passengers to leave? Two once it was realized that a fight had broken out or potential problems existed didn't the crew of the goodtime hold up disembarkment until order was restored? There were off duty police on the boat that should have recognized this potential for trouble. The boat security did it's best to contain and diffuse the problem while on the boat preventing injury to passengers not involved in confined space. The real problem occurred as we left the boat ramp. I for one exited as hastily as possible giving a wide berth to the area where there was a problem, those still leaving the boat should have been held back until order was restored. The mentality of some wanting to be witness to these types of fights in the front row seat puts them in harms way and makes it difficult for order to be restored. If you don't want trouble steer clear! It's that simple. If your coming off the boat scan the immediate area for signs of trouble and don't get off until you feel it is safe. You can be responsible for yourself. If you are near a fight that breaks out on the boat, try to distance yourself from those involved so that security can efficiently do their job. We get on the Goodtime for a Goodtime not this type of activity. I have seen changes in the past year or two that have changed the persona of this cruise. It will be up to management to maintain a good image and reputation of fun and not trouble if they want to maintain the business of their good customers.
I might add that as one of the first off the boat as trouble erupted, I was all the way to water street as responding officers drove at a high rate of speed through downtown streets to the pier. Their driving technique placed many innocent people walking in the area in a potentially dangerous situation. Why not play the tapes of the call for backup and other chatter on the police radio to gain insight to the chaos. It bordered on being completely out of control and panicked on behalf of the police, who should maintain calm and professional in all responses.
Record the names of those who cause trouble and ban them from boarding in the future. The majority of regulars have seen them before and don’t want them onboard to spoil a great cruise.
With the current security required for boarding this vessel I believe the Captain could consider this a threat to the operation and safety of the crew and passengers and could hold these unruly passengers for the coast guard that would probably bring felony charges and huge fines just as the FAA treats unruly airline passengers. I bet the trouble would stop then!

It was not a color against color fight or young against old. A group of people got into a fight and if we want to be specific it was a group of black people men and women. The people that were arrested though were random people that don't know each other, they happened to be at the wrong place at the wrong time. In all the confusion of what was happening random people were arrested.

On a lighter note--------two cops from Cleveland were dispatched to Interstate 90 on a call about a corpse on the side of the road. Prior to the call the officers patrol car was sitting idle in a cemetery for one hour and five minutes. The officers then drove 50 mph past the corpse and called it in as a dead deer. They then returned to the cemetery where the car sat idle for another hour. An investigation showed that's where the cops spent most of their time----either sitting idle in the cemetery or the parking lot of a strip joint and other locations. All they got out of it was suspended for 6 months.

Booze cruises never used to be like this until they started letting typical "today's Sandusky youth" on board. It used to be a place to party & pick up chicks. Now it's a thugfest just like everything else in Sandusky has become. I bet if they move the Goodtime dock to Huron they won't have the problem of fights & 18 year old pregnant girls with attitudes & melees. The Huron girls are hotter anyway. Even the cougars. The Emerald Empress was smart to get out while it did.
