Catherine "Mary" (Parker) Carrigg, 89, slipped away peacefully on Tuesday, Feb. 16, 2010, at home in Kettering Ohio.

She was the daughter of aviation pioneer, sheriff and commandant of Ohio Soldiers and Sailors Home, Major John W. Parker, and Katherine Parker.

Mary is survived by her husband, John; 10 children; 40 grandchildren; eight great-grandchildren; sister, Elizabeth Ann Stang of Melbourne, Fla.; brother, John Parker of Little Rock, Ark.; sister-in-law, Ruth Parker of Sandusky; brother-in-law, Bruce McAbery of Cape Coral, Fla.; cousins, Judy Lippus, Janet Linkenbach, Jacque (Phil) Gatkowski, Annette Roeckers and Dave (Nina) Parker; and many nieces and nephews.

She was preceded in death by brothers, "baby Jimmy" and William Parker; sister, Etta Jean McAbery; sister-in-law, Janet Parker; and brother-in-law, Russell Stang.

Mary grew up in Sandusky, started undergraduate work at Mary Manse College and finished up with a degree in education from Bowling Green State University. After briefly teaching, she worked in the War Department in Washington, D.C., during World War II.

While a student at Georgetown University she met her husband, John, of Buffalo, N.Y., an Army veteran of the European Theater. They married in 1947 at Sts. Peter and Paul Catholic Church and moved to Steubenville, Ohio, where they raised their family. Mary and John moved to Kettering in 1999.

There will be a private family viewing and a Mass of Christian burial at 10 a.m. Saturday at Emmanuel Catholic Church, 149 Franklin St., Dayton, Ohio.

It appears to me that Kline should be investigated for the inept and possible corrupt way he has handled the Neusse investigation.<br /><br />Was her alleged wrong doings so felonious that he could have discussed the allegations with her and corrected them before blowing up in the communities face ?<br /><br />It appears to me Kline is over his head and the Commissioners should consider replacing him.
How does a city manager take so long trying to come to a decision of how he is going handle the end result of the report? Is the city manager capable of making a decision? We need a decision rendered so the city knows what it is up against. Either way, one career has been destroyed and a lawsuit will be filed. I don't look for the chief to come back because she has no support from her bosses and so much hate coming from the employees she serves over that she won't be able to function. We all know what is coming, just do it and get it over with. The city needs to take its lumps and prepare for the storm that is about to hit. Kline needs to call an executive session to tell his bosses what is in the report and what he intends to do and go from there. The commissioners also must think about whether to keep Kline on as he has cost the city a great deal of money. We need to have a clause in the city manager's contract that there will be a year's probation and if his management is not up to par, the city can let him go during the probationary period. It is obvious, Kline doesn't know the first thing when dealing with personnel problems. The IMA needs to stay clear until the report and Kline's decision comes down. They should not interfere with the process until it is over.
It appears to me that neither one of you have a clue on what you are talking about. You are not the city manager for a reason, Mr. Kline is the city manager! I am SURE that he knows what is going on here and I am SURE he knows what he is doing in handling it. So why don't all of you &quot;know-it-all&quot; people just BACK off and let him do the job he was hired to do. What is SOOOO hard about that to understand?! In other words, BUTT OUT.
If Kline can't make a decision in two weeks after reading the report, he shouldn't be city manager. The guy cannot make any decisions. It is time to get this all out in the open and he needs to quit dragging his feet. The longer this goes on, the more problems it creates. If it takes much longer, different groups will be shooting from the hip with recall petitions.
