FULL STORY: Woman swept away by floodwaters

Registered nurse Lisa Roswell, 51, was on her way to work at North Coast Cancer Care in the pre-dawn darkness Monday morning. She never made it.
Roswell drove her blue Volkswagen Beetle convertible down the winding country roads and turned onto South Norwalk Road.
As she neared Ohio 61, Roswell crested a hill and drove into a lowland flooded by Cole Creek.
Rain and melting snow had caused the Huron River tributary to breach its banks and swell overnight, covering the road in muddy, icy water.
Roswell sped straight into it.
As her Volkswagen filled with the frigid water, she grabbed her cell phone and called 911.
The time: 6:05 a.m.
She pleaded for help, detailed her location and told the dispatcher that the water lapped at her knees.
She asked what she could do, what she should do if the water reached her neck.
The dispatcher assured her help would arrive before then.
She became increasingly panicked as the water level, in only seconds, surged from her legs to her waist. “Oh my God. I’m moving by trees,” she cried. “I think I’m going into the river. Oh, oh, oh.”
Sirens screamed in the background just as the cell phone cut out.
Norwalk firefighters arrived and found no sign of Roswell or her car.
The time: 6:08 a.m.
Fire Capt. Don Helton said a nearby resident saw what looked like tail lights in the creek by the National Guard Armory before the lights disappeared.
Water rescue teams from Huron, Willard and Sandusky arrived with divers at about 6:30 a.m. They cut short their search at 10 a.m. because of the hazardous condition of the greedy river, which swept away everything in its path.
“We tied ribbons on some trees down there and they’re already under water,” Helton said later in the morning.
He stood on West Main Street near the Armory. In front of him, the creek swallowed the woods. A broken red picnic table floated by in the rapid current.
Tim Steinbauer, of the Ohio Division of Watercraft, said debris in the churning floodwater posed the greatest risk to rescuers.
“There is a lot of junk in the river that could flip our boats,” he said.
Rescue crews scoured the riverbanks, scanning the dark rushing water for any sign of the car or its occupant.
“For the time being we’re going to wait and see what happens with the water levels,” Steinbauer said.
The surging creek didn’t show any signs of ebbing. The Huron River crested at just under 25 feet Monday evening — its highest mark in more than 40 years. Firefighters tested Cole Creek’s depth with a 12-foot pole but couldn’t touch bottom.
Roswell’s family and friends gathered on the shoreline by late morning, desperately seeking answers from rescuers.
They expressed shock and anger that officials hadn’t done more to close the flooded road.
“They know that’s a problem road,” Joe Keegan, of Clyde, said. “Why wasn’t that road barricaded off so she couldn’t get down there? It’s wrong. She’s a good person. This didn’t need to happen.”
Eve Keegan sat teary-eyed with her husband, waiting for news about their friend. She and Roswell work together at North Coast Cancer Care and have been close for more than 12 years.
She learned about Roswell’s disappearance after the North Fairfield mother of three didn’t show up for work.
“She’s very responsible,” she said. “She would have called in if she was going to be late.”
Roswell’s father, Bob Hite, huddled in his windbreaker, watching and talking about the firefighters’ search effort.
Hite echoed concerns about why no one blocked the road.
His eyes welled with tears.
“Why didn’t they put up road blocks?” he asked. “There’s no reason for that.”
The road belongs to Norwalk Township, which would be responsible for closing it. No one answered calls at the township hall Monday afternoon, and no one returned messages seeking comment.
Firefighters continued the search into the evening, standing watch on the river’s banks.

A different newspaper did the same type of reporting in Florida, so to the family, and everyone involved, you are not alone, others have gone through similar situation. I think it's disgusting what these newspapers consider as "news". People who loved this woman are hurting enough without the tacky headlines, and 911 transcript out there for all to see.

Actually I'm typing. If you are going to attack people for an opinion and start thumping your bible then go ahead. This is a news story. This was preventable and everyone else who has said the same has not been attacked as I have for concurring with them. Learn water safety , use an emergency hammer and break a window. Don't drive through high water. Go around. Be aware of your surroundings. How hard is that?
All of you are too busy puttting the blame on the emergency crews. And yes, I did know her.
Show me where I said it wasn't tragic? Don't ever tell me to shut my mouth again.

starryeyes if i were you i'd just shut your mouth now. regardless of what you think or what you feel is "common sense", a wonderful life was lost in this tragic event. no one person can predict how they would have reacted had they been in this same situation. it's easy for you to sit there on the opposite side of your computer screen and preach about helping ourselves, you were not in this situation, nor did you lose someone very close to you because of this situation. you are entitled to your own opinion and freedom of speech, but please, grow a brain and have some compassion for those that lost a dear friend, wife, mother, sister, daughter and nurse. i did not know this woman at all, but i can tell you that my heart aches for her and her family everytime i hear about this tragic story. my prayers are will them all i hope they can find peace one day in all of this. so for now hold your tongue and you grow up. if you have nothing nice to say, please do not say anything at all.

I've hung onto to this for well over 15 yrs., now. It was received within a card sent by a friend wishing comfort in the loss of our grandparents, who had died unexpectedly within 2 day of each other and were buried together. It sits with a picture of my brother who was a cancer patient, more than likely treated at some point in time throughout his 4 yr.. battle by such an angel as your sister, Lisa!
Prayers of comfort and peace are with you all!

We are all gonna learn a leson from this, rescuers, other drivers, don't you agree.. Don't know why you attacked me and called me a satanist ( blah blah) what does that have to do with water safety and having common sense when you drive and the signs going up earlier . I was making a comment on a new story... it's the same advice as the safety experts would give. I never once said it wasn't sad that she died. It was preventable now wasn't it. People take chances like that all the time to get to work.

I am heartbroken for your loss. Anyone who knew Lisa and her family knew kindness and love. Her gentle spirit and her comapssion for others, often putting them before herself will live on in the hearts of thoise who were blessed to have had her in their lives. I know my world is a better place for having Lisa. We didn't see each other iften, usually at Walmart (where else), it was like old home week and Lisa always took time to find out what was going on in my world. Thank you Lisa. You have left a hole, not only in the hearts of your family and friends, also to those who were the recipiants of your many kindnesses and your unending compassion.

Lisa was a wonderful Angel. She took care of my husband during his chemo treatments and I couldn't have asked for a better Nurse. I cannot believe she is gone...but it brings comfort in me knowing that she is in good company in heaven with my Steve. Lisa, you were the best nurse anyone could ask for and you will be greatly missed!

Actually, I was responding to the previous posts regarding " the lessons to be learned from this event" more than one person made references to them. Didn't they?
But, as always, some of you always seem to jump to your own conclusions. How about this? maybe every driver could be equipped with one of those safety hammers to break the glass under water. I don't know if it would have helped in this lady's case. Guess we'll never know.

Look at all this emotion! First I'd like to say that my prayers go out to the Roswell family and friends, seriously they are in need. Beyond that, all this arguing comes down to one thing...HUMAN NATURE! If everyone hates the SR so much? WHY are you here reading and commenting? HUMAN NATURE! Those that want to blame the governing municipalities for this tragedy...HUMAN NATURE! People that want to believe someway this should've been prevented? HUMAN NATURE! I've lost MANY family members, through tragic accidents and the horrible way disease and just this world can eat you up! This is very tragic! It was preventable! That road should have been closed off and someone needs to answer to why it wasn't!! Everyone knew that creek was going to rise and flood down there, why wasn't someone posting signs before it happened???? This was preventable!! How very tragic. I would hope that this tragedy prompts education of Flood Safety to all Dispatchers so the correct advice is given to save lives. I just googled this myself, and found this "DO NOT underestimate the destructive power of fast moving water. Two feet of fast moving flood water will float your car. Water moving at two miles per hours can sweep cars off a road or bridge. If you are in your car and water begins to rise rapidly around you, abandon the vehicle immediately".

Those who fault the dispatcher for telling Roswell to remain in the car are wrong. If the water was around her ankles while she was in the car, it was probably knee-deep (or thereabouts) outside the car. People who've waded in knee-deep water may not think that's a big deal, even if it's very cold water. But when water is moving, it's appalling how much force even relatively shallow water can have! I've been on white-water rivers, and there are places were knee-deep water will quite literally sweep you off your feet.
At the time the dispatcher told her to stay put and stay calm, it was almost certainly exactly what she should have done. As the water got deeper, of course, it got even more dangerous. And at that point, she WAS told to remove her seat belt. The worst part of this story by far, at least to me, is that the sirens could be heard coming over the cell phone connection, so we all know that rescue was oh, so close...
And for those who are upset about the details, well, I've worked in the industry (NOT for the Sandusky Register, thank you, either now or previously) and there's an all too true adage where news is concerned: If it bleeds, it leads. I've interviewed a farmer's wife literally hours after her husband was blinded by anhydrous ammonia (won an award for it, in fact). I've been in a mental institution where I was confronted by those dangerous to themselves and to others. I've been on the site of a fatal train crash before even the police arrived. And yes, I reported on it. It was my JOB. It's the job of friends, family, associates, clergy, and funeral directors to do otherwise, not the reporters nor the bloggers.

@myownenemy Newspapers are required to have an independant audit to find their circulation, most chose an ABC report, Audit Bureau of Circulations. Most newspapers then use this number on their rate cards, for display advertising, it is also published in the paper itself. To find out any papers circulation you can call them, google it, ask for a rate card or for their ABC report if you really want details. A newspapers circulation is public information and easy to find out.

@AFriend1 - To add a bit to your thoughts - I was driving to work at the same time this went down yesterday morning. There was water in spots on the roads that I traveled that has NEVER been there in the past 4 years of driving this route - and you could not see the water until you were practically in it! There is a huge chance that she never saw the water until she was in it.

And yes, seeing as how downhill this paper has went in the past few years, people do get on here and criticize most stories. Truth is the Register used to be a paper worth subscribing to, now I no longer feel that way - which is why I chose not to renew. Anymore, reading the Register is a lot like reading a tabloid. It is pretty pathetic.

Both of you are wrong. The news does have a right to be spread out. To be completly honest, I was curious as to what actually happened as I know her personally. As far as I know there was a 911 call that was disconnected and that was it. This arose many questions of: Did the car go under while she was on the phone or did the phone simply get dropped in the water? Did the car fill up with water while she was on the phone? and also Did the car begin moving or was it stuck in the same spot when she called? Although all of these questions were answered, I do think there was a better way to publish this story. The title Help Me was definetly not needed. Also some of the word useage in this story makes Lisa seem like a story and not a person. News should be interesting and make you feel related to the story not like you are simply observing it. This news company should have respected the family AND done their duty to inform. I think that they simply informed. Although I do agree that the news should have been spread, this took it just a smidge too far. I do not beleive an audio should be posted. And whether the transcript should have been I do not know. However, if the transcript was posted as is the case, it should have been shown in a more respectful light. Maybe next time offer a phone number to help the family? or even an address?
Also to those of you that say it is her own fault for driving in the water, SHAME on you. That is a horrible thing to say. The city is responsible for blocking off the street, maybe it was a poor judgement call; however, ultimately the actions could have been taken to prevent the situation. You myst remember, it was dark, it was icy, and very muddy. Maybe she did not see the water. If she did, maybe because it was so dark, she did not see how deep it was, Maybe she slid into the water, from the ice. Either way the road should have been blocked off. By saying it is her fault is like saying because a women didn't look both ways before crossing the street and a car hit her, it is still her fault. Yes she had some fault in this, but the car should have been paying attention. Not to mention pedestrian right away. This is just an example but similar in many ways. It was the cities responsibility. The burden of this mistake should in no way fall to the poor woman and her family. This would only taint her memory. Would you really want to do that?????? Would you really be the person to say that she died because it was her on fault???

It's no different than a doctor delivering bad news? That's not comparing apples to oranges, that's comparing apples to coffee cups. If someone was diagnosed with cancer, would the doctor take out an ad in the paper to discuss the personal details of the diagnosis? No. It's against the law to discuss it with others who are not the person being diagnosed or someone else they have designated.

@myownenemy No, I do not work for the Register or any other newspaper. I love a thing called job security, and newspapers unfortunately are a dying breed, soon to be a thing of the past. Sad but true, there are newspapers closing their doors every day now, just a sign of the times. I would be affraid to work for one right now actually, with circulations falling and readership down, the pink slips are on the rise.
I just pity the reporters and the editors, getting blasted for doing their jobs! Yes it seem insenitive at times, but it's no different than a doctor that has to deliver bad news. Don't kill the messenger.
I am thankful that I do not have a job, that allows the public to hide behind a computer and criticize my every move. I mean the minute a story is posted, everyone out there is proofreading it, criticizing it's lack of content or complaining about it.

That's great, but to each his own. I think the point is that is not appropriate to really force that decision on others. Your posts just seem insensitive, as does the airing of the 911 call on air and the transcript here. But that's just my opinion.

@Woody Hayes Yes, Woody, you have my written permission to take a picture of my dead body and allow the Register to publish it on the front page. Why would I care? I would be dead. The people that do care are smart enough NOT TO LOOK! I have raised intelligent children, that in that event, would know better than to read the paper that day, to see the Register doing their job. They also would not write a letter to the Register to complain.
On average the Register has 20,888 paid readers of print daily, (does not include online) why would I deprive over 20,000 people seeing my dead body on the front page, just becasue my 4 family members might not like it?
@myownenemy Yes, of course, I would feel the same way if it were my family member. I just know that if I chose not to see it I would stay away from it. 20,888 daily readers have a right to see the news they pay for, do not stop the presses just because one of their readers got in a car crash.

@Dick Tracey, no, I didn't hear it because I don't live in Sandusky anymore. Hence the username. I only grew up here. I would agree that it's not the thing to do either. And I didn't read the transcript. I didn't have to read the text to know that it's there.
I just think it's tasteless. There is nothing wrong with me saying that in a comment, nor is it morally questionable, as are some of the actions here. I see no positive outcome of airing the 911 call in any form.

Did you send them a nasty email telling them they "should" not have done that? Or did you just choose to rip apart your local paper because you "could"?
You should be thanking the Register for only printing the transcripts, they "could" have put up the audio, but chose not to. They have posted the audio version of many 911 calls in the past.
So..you read the transcript,and that is ok, but they posted it and they are bad. Hmmm.

This blows my mind that anyone would ever think to come to a NEWSPAPER and leave an electronic message of condolence to a family at the time of a tragedy?
What ever happened to a handwritten note taped on the top of a homemade casserole and delivered in person to the grieving family? Whatever happened to going to a store actually purchasing a card signing it and mailing it to the family? How about sending flowers to the family?
Do you think the family actually has the time or wear with all at this moment to come on here and read you condolences? Any family going through a tragedy has enough problems right now, the last thing on their minds would be to sit and read through you condolences on line, and why would they go to the REGISTERS website to find them?
I think a condolence on a NEWSPAPER website is cheap and heartless.

The Sandusky Register is a NEWSpaper people! This is NEWS. Last night at 6pm WKYC in Cleveland, ran the audio of the 911 call, so actually this transcript is OLD NEWS.
I have had many thought provoking conversations with my children and friends over this story, it is very much a learning situation. What would you do in this situation, what wouldn't you do, learn from it.
If you want to send condolences, do so in a personal card or log onto the funeral home website, bake some brownies for the family, do something constructive to help the family.
If these NEWS stories and facts are too much for you, then do not log on and read them! Make youself some hot coco and read a romance novel where everything is all rosey.
This is reality, this is news, the Register is just doing their job, reporting the news, no matter how heartbreaking or tragic it may be.
Do you people yell at a heart surgeon when he comes out of the OR to tell the family the NEWS that their loved one has passed? No, you don't because he was just delivering NEWS that had to be told.
