Does Perkins BOE member have conflict of interest?

So I'm watching the Perkins board of education debate on the Sandusky Register's website, and board member Terry Chapman introduces himself as the vice president of commerical loaning at Citizens Bank. Does he have a conflict of interest? Doug in the Perkins Schools district.

Doug's question primarily revolves around the fact that Citizens Bank loaned Perkins Schools several millions of dollars to acquire plans for a new school that the majority of the community did not support at the polls.

Doug also asked how is this not a conflict of interest for Chapman and the board of education?

Perkins Schools treasurer Lisa Crescimano provided the following answer:

In reviewing Perkins Schools bank history, it was found that Perkins has used Citizens Bank as its primary banker for over four decades, if not longer.

Mr. Chapman nor the Board is responsible for the choice of banks. The treasurer gets offers from banks and goes to the lowest interest rate, which in this case was Citizens Banking  at a rate of 2.79%. Mr.Chapman was in no way involved in the loan process and abstained from voting on granting the loan.

Based on this question, the Register submitted a public records request to obtain the affidavit Chapman should have filed with the Perkins School district, stating his exact employment status with the political agency or Citizens Bank. That provision, among others, is outlined in the Ohio Revised Code.

Once we receive an update from Crescimano, we'll post an update on this Mailbag.

The Mailbag is a daily feature on sanduskyregister.com. Each weekday at noon, we will post one question from a reader and answer it. To ask a question, send a letter to The Mailbag at 314 W. Market St., or email mailbag@sanduskyregister.com. Please include your first name and a location in the email, e.g. “John from Decatur Street."

Even though our board is just as incompetent, I think it would be political suicide to not ask for his resignation. He clearly has spoken as to his posture in this matter by applying elsewhere. He is a job jumper! This community needs strength and resilience at this time. He offers neither. Actually, non of them offer it. Actually, I'm starting to question our teachers more and more for following him and not speaking out. We'll see if the rats start to run!

This couldn't have happened at a better time. I hope the Sandusky Register picks this story up and runs something prior to voting day. This is actually kind of funny. You can't make this stuff up.

I think it's by design. All I know is it's been awful quiet on here!

From second hand information I have learned that teachers who do not agree end up unemployed. That is a fact for any school district. Even if a teacher approaches an administrator with negative information it is the messenger who is shot. Keep that in mind when you think about the direction that the school district is headed. Even when problems are known and shared up the chain of command it is always the bottom link that gets thrown under the bus.

Have you ever read a teacher's evaluation? I have. Even when outright lies are written, and therefore a part of public records, a teachers has no power to have it removed or changed.

bobshumway92

Fifteenth I agree with you. No way he can show his face around here after this. We couldn't trust him before to do the job and now this? What's next?

fifteenthgreen

For the first time in a long time, Bob...I feel as though there is hope!

bobshumway92

I'm still waiting for the Register to post an update to this article about Chapman's paperwork.

Right. Two crucial elements leading up to this election for the Perkins community. I'm sure they're working on both. Alissa with the SR has done a good job of keeping the community informed.

goodtime1212

I wouldn't think they would before the vote. Just like it wasn't front page news that the Sandusky Register's Managing Editor was pulled over for driving under suspension.

Strong Schools ...

Vote yes in November and check out the facts on the levy website!

I'll call Findlay and say he's a real good guy and they'll appreciate his hard work if that'll help

Ed Kurt from Margaretta also applied!

Ware are all the ones that tell us we should vote yes because Mr. Gunner cares so much for our students and the community, he knows what best.......? Lies, just one more thing not to trust them and vote NO.

Hawkeye

Crickets.......

Darkhorse

Gunner cares so much for Perkins Schools but yet he is out looking around for another job.

Strong Schools ...

Gunner cares deeply for our students and schools. He has put up with a lot from this community and it will be our loss if he goes. He gets job offers all the time and he has still stayed with us. The "NO" people say they want him gone and now they are complaining that he might leave. You people want to complain over anything and everything. You don't want to be the solution but you always want to be the problem.
The Perkins community needs to stand up and be apart of the solution. Vote yes in November!

Maybe Gunner can take the highly paid athletic director with him when he goes.

goodtime1212

we can only hope BOB, over $100,000.00 for high school athletic director is just nuts. Perkins cops and firefighters don't even make half that much.

The school is in such bad shape with asbestos problems and yet the school board opts to put their money in a new football stadium! Shows where their priorities are.

Check out the facts on why we needed a safer sports facility. Vote yes on November!

Priorities, Perkins BOE!

Asbestos issues in the high school at a minimum should have already been repaired. Why is the board blatantly ignoring asbestos in the tiles and ceilings subjecting our teachers and students to that daily hazard? 2.5 million dollars to remove it and it is still there. Why is the asbestos still in the buildings? This isn't about numbers. This is about what our children are touching and breathing. Why donate 1.7 million to a stadium when 2.5 million would fix this issue?

Asbestosis, an inflammatory condition of lungs that can cause shortness of breath, coughing, and eventually scarring of the lungs that makes it hard to breathe.

Mesothelioma, a rare cancer that affects the lining of the lungs, chest cavity, or abdomen.

Lung cancer.

Other lung problems, including pleural plaques (changes in the membranes surrounding the lungs), thickening of the membranes that surround the lungs, and pleural effusions (abnormal collections of fluid between the lungs and the inside wall of the chest.

Studies have also suggested an association between asbestos exposure and other cancers, including cancers of the gastrointestinal tract, throat, kidney, brain, bladder, voice box, gallbladder, and others.

Was a sports stadium more important? Was a 3 million dollar loan more important? Are laptops more important? Keep kicking the can down the road, Perkins until you get your levy passed! In the meantime, our children and teachers are potentially exposed to Asbestos! Fix it now!

You posted this on your levy site. Why haven't the asbestos materials been removed? http://www.perkinslevy.org/conte...

bobshumway92

Still waiting on the paperwork.

bobshumway92

I wonder if Perkins will provide the paperwork prior to voting day? If they had it you think they would want to provide it right away.

Strong Schools ...

Vote yes in November! Check out the facts and vote informed.

Thanks for joining the discussion, Strong Schools. I see your only job is to keep posting the pro levy website over and over. We get it. Couldn't they find another job for you to do?

bobshumway92

VOTING NO!

Equity

Andy, knowing Lisa, I'm sure you received an answer. What's taking you so long to post it?

draw1999

vote him out no more conflic

fifteenthgreen

Asbestos or $260,000 annually for laptops..........laptops!

Asbestos or 1.7 million stadium donation...........stadium!

Asbestos or 3.5 million design loan.....................loan!

Asbestos or move the millage for what you want.....move it!

What are your priorities, BOE? I don't believe you want to fix it. You want to use it for your campaigns!!!
