Are there rules about trash removal in Sandusky?
To answer your question, there is an entire chapter in Sandusky's codified ordinances on solid waste removal. You can find it HERE by searching for Chapter 955. I scanned through the section and didn't see anything in regard to how trash haulers should leave trash cans after pick up. I did learn it's illegal to collect garbage in the city to feed to hogs — so that's your fun fact for the day.
It seems your problem has more to do with your trash hauling service than with city laws. You're a customer, so if you're dissatisfied with the job that's being done, call up your trash hauler and tell them. If you don't get the results you want, cancel your service with that hauler and go with a different company. There are at least three trash haulers that service the city, so you have some options.

Where they not formerly required to go around back, because no cans were permitted at the curb?
We still have no effective recycling. The regulations are mostly for the convenience of the haulers, and restrictions on hours of collection are not enforced.
Go with Cyclone Services if you have that option in your area. Best company around for trash removal. Also I know of no laws in OH about people leaving their cans out and some leave trash cans (and trash) out all week. Had neighbors that put out Christmas-tree-sized bags full of trash that blew all over the neighborhood way before friday pickup day arrived. Some people are at work and can't get their cans in before they get blown down the street but there are options for that like carts with rails or a handmade version that will keep your can at your curb. I doubt Bumblin' F-in Idiots replace trash can lids.

ruffin does a pretty good job, if trash spills out by accident as they haul it to the curb ,they rarely pick it up, leave it lay, sometimes in the summer 2 weeks go by w/ out a pickup.
Do any of them pick up Republicans?

my husband tied our lids to the cans so they can be flipped open but not remove completely.
We have Ruffin Refuse and they are VERY good with our plastic trash cans. We have had this set for six years now, since we moved back from AZ and they are still intact without flaw. They have never left trash lay around in our yard. In fact, they picked up the junk left over when the neighbor's company failed to pick up the junk they left laying after dropping it.
My next door nieghbor is on his third set of trashcans from his garbage guys....they throw his.
