Kids see adults getting away with being "bullies" and so it is a case of "monkey see, monkey do". If all they hear and read is about some gang member shooting someone or hitting someone witha ball bat, then they think they can get attention to by doing these things. This CHILD needs to be put away in Juvie for a few months and let him learn his lesson there.
