I am guessing that the person had Norton Internet Security installed on their computer. Norton allows some viruses and malware through to infect computers. This virus or malware sounds like the FBI MonkeyPak Ransomware.

There are variants of the FBI virus. One is called FBI Black Screen of Death and the other variants can be found using Google and use the words FBI virus variants $200 into the search.
Those types of viruses would take knowledge of bios and bootsettings plus a few hours to get rid of, but it can be done. I personally don't think it would cost $200.00 unless one took it to a big box store. Security and NOT downloading everything that looks as though it might please you in someway is the first step to stopping this stuff. LOOK IT UP ON A FEW SEARCH ENGINES FIRST!
May I add. It you don't know the E-mail sender, DO NOT open it.
I had this virus. To get rid of it run your computer in safe mode with networking. Then run your antivirus software. It will get rid of it as long as you have good pc protection.
It takes a bit more than that, but it's a start.
