PERKINS POLICE TUESDAY, JAN. 31 7:11 p.m. - 4400 block Milan Road, cops pulled over car that didn't signal lane change, found an infant in car seat but seat wasn't belted, driver said it wasn't his child, cops said it didn't matter - as the driver it was his responsibility; Toby Magi, 29, Milan, failure to have child in child safety seat. Believe it or not,  some people don't know you have to fasten the car seat in with the safety belt, or they just don't know how... so they don't. = Ignorance
