* WIND CHILL READINGS...OF 15 TO 24 BELOW ZERO THIS MORNING.

* WINDS...SOUTHWEST 10 TO 15 MPH.

* TEMPERATURES...FIVE TO TEN DEGREES BELOW ZERO EARLY THIS MORNING RISING TO 5 TO 10 DEGREES ABOVE ZERO BY NOON.

* IMPACTS...POSSIBLE FROSTBITE TO EXPOSED SKIN AND HYPOTHERMIA.
