Robert Plowden, 34, of Temple Avenue, was charged with felony preparation of marijuana for sale, possession of criminal tools and marijuana possession.

Officers stopped the Chevy Malibu Plowden was driving at about 1 a.m. on Hayes Avenue, after a registration check showed its owner — Plowden’s sister — had a suspended license, according to a Perkins police report.

Plowden said he was driving to a strip club to pick up a friend, but officers quickly smelled marijuana inside the car and saw a jar filled with marijuana on the floorboard.

A search of the Malibu yielded a second jar filled with marijuana, an empty jar with marijuana residue, and a digital scale, the report said.

Plowden was also carrying $311 in cash and a bag of marijuana, the report said.

Officers seized the cash and contraband and took Plowden to the Erie County jail.

Why did they run the plate? Probable cause? Reasonable suspicion?

Unless he looked like his sister, why the heck did they stop him? I would have been very pissed and probably ended up giving them some s--t which would have gotten me arrested.
