Thomas Round, 24, was charged with one count child endangering.

The manager of Erie Village Apartments went to Round’s apartment at about 4 p.m. to check on the residence, as Round and his girlfriend had been evicted, according to an Erie County deputy’s report.

Inside, they found the apartment dirty and in disarray. The couple’s 2-year-old boy was alone, with mucus running down his face, the report said.

Deputies soon arrived and called a social worker to the scene. After about 20 minutes, Round walked through the door. He told deputies he’d been away for only five minutes as he moved items to the couple’s new unit, the report said.

The social worker said she had an open case involving the family, because of heroin use. She made arrangements to place the boy in protective custody with his uncle.

Deputies took Round to the Erie County jail.

They should evict the other scum bags that live in those apartments as well

How is the next generation ever expected to succeed if all they ever see is failure?

WOW, if CS has an open case on this family due to Heroin use, explain to me why this toddler is still in this environment?

I totally agree. How can a social worker allow a child to remain in such an environment? To me, that smacks of negligence.

I still don't get why a lot of people like them still live in those apartments even though they get arrested.
