Westbound lanes "are" closed, not "is." It's no wonder people butcher the King's English when they talk around here.

"Talk" is actually correct in this instance.

Since there is only one westbound lane between Pipe St. and Milan Rd. on Perkins , "is" would have been correct . The use of 'lanes ' should have been singular .

You are correct. Love Florida this time of year but come summer give me Ohio along the lake to live. We have humidity but not day after day and temps in the 90's .
