If you would have asked David Kipen a year ago if he thought a small town could get 100 percent participation in reading a book, he would have told you you’re over the rainbow.

“Wouldn’t it be cool?” the national program director of The Big Read mused to colleagues.

But it could never actually be done, he thought.  Well, he was wrong.
