The city called two witnesses Tuesday at the Kim Nuesse Civil Service hearing: Sandusky Municipal Court Judge Erich O'Brien and Fraternal Order of Police representative Dennis Sterling.
Although he was a witness for the city, O'Brien gave the same testimony as former Sandusky police Cpt. Gary Frankowski.
O'Brien told Frankowski the police department could do whatever they wanted with Nuesse's parking ticket -- including voiding it -- because it hadn't yet been filed with the court system.
