PORT CLINTON

On Sept. 24, 2008, Tory Horne and two friends lit a cigarette on the grounds of Port Clinton High School.

A spark and a puff of smoke later, the 16-year-old's life was forever changed.

And the district may be in for some changes, too, as the U.S. Department of Education investigates the boy's punishment.
