The lack of jobs may be a contributing factor for the slower-than-expected start for the county's electronic monitoring program, which is supposed to reduce the number of inmates housed in the Erie County jail.

For $400 a month, some inmates awaiting hearings are offered the option to go home and to work wearing an ankle bracelet. Unfortunately, many suspects can't afford the $400-per-month program cost, Sheriff Terry Lyons said.
