Police brass order investigation after reviewing arrest tape

Sandusky police administrators have ordered an internal investigation into the arrest of a man who led a high-speed chase through the city Friday.

Police officials planned to talk to Officer Sean Orman about the arrest, during which Orman punched suspect Juan Recio Jr. in the face.

But after reviewing additional video of the arrest recorded by a cruiser camera, administrators said Thursday they've ordered an internal investigation involving several officers who were present for the arrest. 

All of the officers involved will remain on duty during the investigation.

Recio was captured after fleeing from police at 4 a.m. Friday at speeds exceeding 80 mph through city streets. Recio stopped his car at Milan Road and McKelvey Street where he then led officers on a foot chase.

The video picks up right as Orman catches up with Recio.

Recio was later charged with reckless operation, obstructing official business, failure to comply with the signal of a police officer, operating vehicle intoxicated, reckless operation and no seat belt.

Six cops on one guy?? I didn't like the comment that was made that the cop was still a young cop. They have to do better training.

OMG people! What in the he__ is this city and our citizens becoming???!!!Ive rewatched this video numerous times-SEVEN yes people count them one officer punched that suspect 7 times REPEATEDLY and if you watch closely theres an officer in the back that throws a punch also-good god what? Was that for sheets and giggles??!! Because the officer in the back who threw the punch SURELY didnt look like he was in much danger-NOT with 7 or 8 other cops holding the guy down! I realize that this community has seen our crime rates raise drastically BUT everyone of those officers carries tasers-looks like only ONE of those officers had enough COMMON SENSE to use it because EVERYONE OF THEM coulda tasered the guy and the punching was unnecessary! I agree nothing positive is happening when you're running the streets at 4 am but some of you people have some really skewed attitudes-the crimes make you sick and you're tired of it but then you want to watch something like this and substantiate it? Its criminal people-makes those idiot cops that partook in this no better than those they arrest daily. MAYBE just MAYBE one slug the guy still resists and the taser comes out and hey I'm silent/I'd kindly keep my mouth shut but there was EIGHT TOTAL PUNCHES THROWN before the taser came out-for me thats excessive!!!

Hey blueyedgrl030 since you must have missed it the first time, the officer in the back is doing whats called a common peroneal strike which is justified for officers to use when a subject will not comply with orders such as putting their hands behind their back. Let me explain it now so you understand. The officer punching him in the back of the leg is hitting a pressure point nerve that will help make him comply with orders and that is totally justified by state of ohio standards taught to officers. any further comments?

In a case like this, the police only have a couple of priorities: Catch the bad guy. Subdue and arrest the bad guy. Try not to get killed while you're doing it. Looks to me like the police did exactly what they were supposed to do, and they did it without using lethal force.

Those of you who object to the force necessary to restrain somebody who's being VERY uncooperative: Would you rather police had just shot him and been done with it?

Cops have an extraordinarily tough job during which they sometimes endure great risk. The vast majority of police officers take seriously their oath to protect and serve. If they sometimes have to play rough to make an arrest (because playing "nice" sure didn't work with THIS idiot!), I'm perfectly okay with that as long as it's not their FIRST resort. And here it doesn't appear at all that it was.


Also blueyedgrl if you can do a better job then turn in an application no one is stopping you. If he ended up having a gun and they did nothing and were all killed then you would have been that person saying why didn't they do something? or if he killed a kid in the street while doing 80mph you would have been complaining if they did nothing. But wait they do their job and people still complain, don't run and you don't have to worry its called obeying the law try that back in the old days when I was going up if you ran from the police you got your @$$ kicked and you knew you deserved it. Today we are way to soft on these criminals, prisons are like freaking five star hotels

First of all Im not stupid obviously I can read and write. I clearly saw your post explaining the "peroneal strike" and I get the point of your explanation thank you-did earlier also. Now FYI heres how a taser works-it can send a pulse of about 50,000 volts. Most standard settings on tasers have a 5 sec cycle and within those 5 secs the shock sends intense signals thru a persons nervous system and triggers muscle contractions in ALL muscles. Most who are tasered suffer temporary paralysis and if standing while being tasered will fall to the ground. HMMM...this guy was already down-seems simple to me taser his a$$ and be down with it. Kinda seems the taser woulda done the almost same thing as the "justifiable peroneal strike, only difference 1 taser no punches. Hmmmmm whats so hard to figure out there every officer had a taser on them-takes as much movement to pull it from their belt versus throwing a punch! And fools maybe you should take your own advice on your screen name DONT assume what I would or wouldnt be saying or defending-kinda makes you look foolish. I dont comment half as much as some of these people do on here I pick and choose when to offer my opinion but FYI my grandfather was a police officer so I have respect for the law but I have no respect for that kind of bs in that video. Lastly I agree sometimes criminals are handled with kid gloves but I don't agree with a beating and thats what this was. As far as the part involving a taser, correct me if im wrong, your saying the man would have been incapacitated after being tasered? As far as what I can see, he was still resisting arrest after being tasered, it took two officers to restrain his right arm and place it behind his back, while his left arm he decided to shove under his body. So the only thing left to do is either A.Try Physically getting him to comply or B.) Taser him again. My best bet is he was on Phencyclidine,Tasers dont work on people who are high on angel dust. So they had to subdue him physically.<--- just an assumption...... Im just pointing out what seems to be the obvious here, think of me as Switzerland lol

Clearly, "the look" didn't work on this guy. Neither did the punching, nor the taser for that matter. Not to mention, I think tasers are more likely to cause death (cardiac arrest) than a punch. Althought they could've just shot him, they wouldn't have had to punch him then either.


Side effects of a taser include but are not limited to: loss of balance (falling) due to muscle contraction, desicribed as "significantly painful", seizures (sometimes deadly) and loss of consiousness, muscle and skin damage, and cardiac arrest (also sometimes deadly). Side effects of being punched: typically a bruise lasting appoximately a week, and the ocassional broken jaw/tooth. I guess you're right, the taser is a great!!


I would guess situations like this are high tension. Sometimes ones emotions get in the way of what is overuse of power. I think and investigation is good/ It does not have to be one that ends with a person suspended or fired etc. It can have a lot to do with talking and learning and making sure all was done correctly. Maybe it was or maybe it was not....let the investigation show that.

I shutter think though had this man been a Black what the reaction at this point would by from the NAACP and other groups. Could be a very high tension problem had that been the case.


Every time a cop deals with a subject, they are at a disadvantage. They have to re-act to the persons actions. And there is a gun at every call. Think about it. WTG SPD! Time to put a stop to this. For the betterment of our community. Crime is out of control. Way to step up to the plate.


This is how I was taught, seems pretty legit to me....I dont see anything wrong here...

1) Physical presence
2) Verbal commands
3) Empty-hand submission techniques
4) Intermediate Weapons e.g. closed-fist punches, kicks, baton, pepper spray, Taser, beanbag rounds and etc.
5) Lethal force.


This is how I was taught....see the red lights flashing behind you? STOP

I have been arrested "upteen" number of times. Keep it respectful and I have never been assaulted. If I had to go through what these officers are burdened with each and every day, I'd beat them half to death. Each and every shift need a couple of bad AS#@S to handle extreme situations. When things get violent and become out of hand (Which happens weekly)who Ya Gonna Call, Ghostbusters aren't any help. Never been a cop, never wanted to be, but I'd take this guy for a partner anytime.

Kinda feel bad for the cops because it took 6 of them to take down 1 man and hold on there. they appear week and almost defenseless what I want this guy would of what those cops. does it make you feel all warm and fuzzy about our local law enforcement strength and fitness levels?


You know if wrong is wrong I will say it. However, I really do not see an issue with this. A lengthy chase into a dark backyard and in the video the guy curls up and will not present his hands. It's all good they have a ton of options on their belt to use but the guy is not going to stop unless you go hands on. These guys want to go home every night and do not blame them one bit. Hell they should have kicked the living, you know what, out of this guy. I am sick of the candy arse, charge these police officer people. These are the same people who let the world get like it is today because of their handle the bad guy with kid glove attitudes. Google Simple Man by Charlie Daniels, the whole song is true about the world today but the line "they are living by the law of the jungle, not the law of the land." is the truth and this is how Sandusky has turned. I do not envy these officers one bit. Keep up the good work and next time make sure you turn the car so the camera is focused on the fence and not right infront of you.


Did I count this right, seven cops, n seven punches and one kick? I would say more than a little over the top I would say. Hmmm uhm say Rodney King Sandusky style! I think the police department needs to get a stricter and permanent chief in place asap. But I think some charges should be brought up against some officers as well. The first punch, landed the guy to the ground, at that time three cops were there, then seven punches and a kick. Bad, badddddd Sandusky!


Yepp, you counted completely right. It took seven cops, numerous punches, and then being tased to get cuffs on this man. What are you complaining about? I suppose you would rather they just let him go? He was running from the cops, it typically takes force to apprehend someone in that case.


I haven't read the report nor do I but after reading the comments and knowing many officers who put their lives on the line to keep ALL of us safe all I have to say to some of you is next time you have a problem and NEED the police....call a dead beat crack head and see what help you get!

That city, starting from the incompetent boobs who are running it, to the "newspaper", to the citizens themselves are jokes and that is why, if Cedar Point ever decides to close up shop, that joke of a city ca break off and sink into Lake Erie. You morons make it IMPOSSIBLE for cops to do their jobs, forget the fact that this department solved a TRIPLE homicide and caught the animal in less that 5 days, but lets focus on why they didnt do something before he commited this awful crime, I guess no one at the Police Statio was manning the "Crystal Ball" they have, that tells them well before a crime like that will be committed, GOD that city is a joke, and you wonder why no decent person WANTS to move there and why any decent person is trying to get the heck out....
