City hall received an unwelcome Christmas present Tuesday from a familiar foe.

The Rev. Dan Miller, who has asked for several investigations of city hall in the recent past, filed a request asking for an outside investigation into the city commission.

According to the request, Miller, who was a candidate for Dennis Murray Jr.'s vacated seat earlier this month, is questioning whether the commission's appointments of Pervis Brown and Bob Warner were predetermined.

"I'm disgusted," Miller said. "Transparency in city government is crucial. But I see this same stuff everywhere I turn here, and it's a lack of transparency."
