Sandusky physician Marsha Cooper thought she was doing the right thing when she agreed to see Medicaid patients in her internal medicine practice.

Like many doctors, Cooper says the low fees paid by Medicaid -- the government health program for poor people -- are so paltry she loses money with each patient. Many doctors and dentists refuse to see any Medicaid patients at all. Cooper said she felt she had a duty to participate.
