Homes damaged by relentless flooding in Erie, Huron and Sandusky counties do not meet the scope of destruction necessary for federal relief aid.

The Federal Emergency Management Agency's rule is that in order for individual homeowners located within a defined jurisdiction to be eligible for federal emergency funds, 25 households must have serious damage to the living area.

But Bill Walker, director of the Erie County Emergency Management Agency, said he believes the eligibility threshold has been met -- only the homes are spread across a tri-county region.
