Since the flooding began in March, the residents of Bellevue and Groton Township have angrily asked officials why.
They demand to know why the flooding is so bad now and what local officials intend to do about it.
Bob Haag, an expert on surface water and groundwater issues, may not have all the answers, but he said he does have a great deal of them.
"I think I can help them understand what's going on and what can and can't be done," said Haag, who runs Haag Environmental, a water and soil assessment and mediation company in Sandusky.
