The city's housing department has yet to be condemned, but the security of its structure is questionable.
A report from the state department of development revealed sloppy paperwork, incomplete projects and mismanaged funds on the part of the city's Community Housing Improvement Program.
"I'm just highly disappointed and embarrassed for the city," city manager Matt Kline said Monday.
Commissioner Dave Waddington said he felt absolutely numb after reading the state's report.
The wrongs will be made right, Waddington said.
