ODOT has decided the Village of Milan -- not the state -- must pay for permanent repairs on a portion of U.S. 250 approaching the east bank of Rattlesnake Creek Bridge.

"The fact that it has been given a U.S. number, rather than a state route number is proof that the route passes through more than one state and is merely a guide for interstate travel. Its designation has no connection to the legal responsibility for maintenance and repair," wrote Catherine Cola Perkins, chief legal counsel for ODOT, in her decision.
