Sandusky firefighters were a little confused when they responded at about 10 a.m. Monday to reports of black smoke from the railroad tracks at the Hayes Avenue railroad overpass.

Firefighters were not told that the fire was a controlled burn conducted by Norfolk Southern, Sandusky fire Lt. Dave Degnan said.
