4-vote margin leaves Vermilion council's top spot up in the air

VERMILION

The race for Vermilion City Council president won't be over until the last vote is counted.

Unofficial results tabulated from Erie and Lorain counties show councilman Don Flak losing to incumbent President Fred Ostrander by four votes, 1,389 to 1,385.

But provisional ballots in both counties could swing the vote or put Ostrander ahead by a wider margin.
