An Ohio lawmaker’s proposal to keep foster parent records secret has children’s advocates squaring off against lobbyists for the newspaper industry.

Frank Deaner, executive editor of the Ohio Newspaper Association, argues that children’s safety will improve if the records are public and journalists can check to see if foster parents are being properly supervised.
