PORTAGE TWP.

An Archbold developer plans to transform an idle quarry into a booming $230 million residential development surrounded by lakes and channels.

Mark Murray, president of Kwest Development, LLC, said he wants to build 1,200 residential units on 700 acres on the site of the former Celotex Gypsum Quarry, a defunct mining operation southeast of Port Clinton.
