An appeals court decided the city must allow steelworker union member Joseph Thayer to view Chesapeake Lofts blueprints, after the fact.

Thayer reviewed the documents before the ruling was even made.

On April 27 he requested to view the plans for the 401 West Shoreline Drive project and was asked to fill out a public information request.

The city couldn't complete the request Friday before a lawsuit was filed the same afternoon.

Thayer reviewed the documents May 1, the court ruled later that day. He said on prior occasions he has been able to view documents more promptly, prompting the lawsuit.

A motion to make the city pay for attorney fees is still pending.
