The final piece of the Paper District project is on paper, but someone other than Mid-States is developing the property.
Stephen Schill, president of Watertower Development Corp., in Westlake, Ohio, had an option to buy the Deep Water Marina property last year. The option was valued at $2.7 million.
Schill wants to build four-story luxury condominium units on at least 3,000 square feet with attached garages and adjacent private dockage facilities, according to the development agreement.
Sandusky City Commission will vote on the development agreement at its Monday meeting.
