A local animal rescue group, Island Safe Harbor Animal Sanctuary of Port Clinton, got a look at the results of such operations last month when it rescued 34 dogs from puppy mills in Holmes County. Most of those dogs already have been adopted out.

“We think it’s a good first step in the right direction for a state that has for so long gone unregulated when it comes to these high volume breeders,” said Karen Minton, Ohio state director for the Humane Society of the United States.
