Though poor revenue from sales taxes and investments forced a $1.2 million deficit going into 2009, Sandusky County avoided employee layoffs in its 2009 budget.
The Sandusky County Commissioners approved a $16.9 million general fund Tuesday morning after weeks of intense hearings with county departments.
In the past decade, the commissioners have cinched annual spending, preventing taxi ncreases but also leaving little room to cut back.
"Every year we keep cutting, cutting, cutting and eventually it gets tough," commissioner Terry Thatcher said.
